Una profunda reforma fiscal sería necesaria para incentivar las actividades con menor impacto ambiental y, además, esta debería ser socialmente justa, según se recoge en las principales conclusiones del Congreso Nacional de Medio Ambiente (CONAMA), que se ha celebrado esta semana en Madrid.
